Shymkent Authorities Deny Link Between Housing Company Audit and Armed Attack on Deputy Akim

Authorities in Shymkent have launched an inspection of LLP Turgyn Uy Shymkent, the company formerly headed by Yernar Zhiembay — who carried out an armed attack against the city’s deputy akim, Ruslan Berdenov — Orda.kz reports, citing Kazinform.
Officials say the audit is unrelated to the Berdenov case and is instead “aimed at assessing the quality of building repairs and confirming the targeted use of budget funds.”
The akimat rejected rumors that the conflict between Zhiembay and Berdenov was tied to the alleged misuse of 3.4 billion tenge. Founded by the city akimat, LLP Turgyn Uy Shymkent has received over four billion tenge from the budget under the 2023–2025 housing and utilities modernization program.
In 2024, the company completed renovations on 15 buildings, work is underway on 10 more, and a total of 22 buildings are expected to be renovated by year’s end.
Major repair contractors are chosen in coordination with house councils.
All funds are refundable and must be reimbursed by residents, and therefore the funding and reporting process is carried out in compliance with the principles of transparency,
the akimat stated, adding that disqualifying the company from tenders is not under consideration.
