Senator Says Yertayev’s Amnesty Was Applied Improperly

Senator Marat Kozhayev, a former deputy interior minister, commented on the sentence release of ex-banker Jomart Yertayev, Orda.kz reports.
He noted that while a presidential amnesty itself cannot be revoked, its application must follow specific rules.
When an amnesty is introduced, it specifies to whom it applies and under what conditions. I personally had questions regarding Yertayev because the press reported that the enormous damage was not repaid. And one of the conditions for applying amnesty is the absence or repayment of damages,Kozhayev explained.
Yertayev had been convicted of embezzling 144 billion tenge from Bank RBK.
He was sentenced to 11 years in prison in 2022 but was released in the fall of 2025.
