Senator Calls for Overhaul of Kazakhstan’s Demographic Policy

There is a pressing need to revise the demographic strategy in Kazakhstan. This was stated by Senator Amangeldy Tolamisov, speaking with a parliamentary inquiry, reports Orda.kz.

The country faces serious demographic challenges — declining birth rates, an aging population, and increased migration outflow, particularly from the northern and eastern regions. According to the deputy, these issues require not isolated solutions but a comprehensive and scientifically grounded approach.

The concept should cover all stages of the life cycle – from birth to active longevity, include instruments of territorial policy, labor mobility, reproductive and migration planning. In addition, the current configuration lacks a single center of responsibility for demographic and migration policy. This leads to a blurring of powers and a decrease in controllability. Taking this into account, it is proposed to consider the option of granting one of the current state bodies an expanded coordination mandate with the consolidation of the relevant functions at the regulatory level,
 the senator emphasized.

Amangeldy Tolamisov also proposed creating a national center to analyze demographic and migration processes, providing the state with accurate forecasts based on socio-economic data.

He also stressed the importance of training specialists in this field.
