Senate Approves Changes to Law on Territorial Defense

The Senate has approved amendments to the law on territorial defense in two readings, Orda.kz reports.
The revised legislation delineates responsibilities between the Ministry of Defense and regional Akims. Under the new framework, the Ministry oversees regulatory matters, the selection of defense facilities, logistics, and overall supervision.
Meanwhile, regional Akims are designated as heads of territorial defense in their respective areas and are tasked with organizing local defense efforts.
During the Senate session, Senator Marat Kozhaev raised a key question:
How will the vertical chain of command and reporting be structured? Will a by-law be adopted that clearly defines the areas of responsibility of the Akim and the Ministry of Defense in order to avoid duplication and gaps in management?
First Deputy Minister of Defense Sultan Kamaletdinov said that a confidential presidential decree on the organization of the territorial defense system has already been prepared. The document outlines the hierarchy and the division of duties between the Defense Ministry and the regional administrations.
Once the law takes effect, work will begin on subordinate regulations to eliminate overlapping responsibilities and streamline coordination among all involved parties.
