Russian Developer Eyes Kazakh Caspian Coast for Resort Expansion

A luxury seaside resort modeled after Azerbaijan’s Sea Breeze complex may soon be developed in Kazakhstan, with entrepreneur and singer Emin Agalarov leading the initiative, Orda.kz reports, citing Kazakh Tourism.

The proposed resort would be located in the Mangystau region, with Kendirli and Teplyi Plyazh identified as the most promising sites. Agalarov — son of Azerbaijani Russian billionaire and Crocus Group owner Aras Agalarov —is the potential investor behind the project.

Agalarov, who is also known for his music career, plans to visit Mangystau soon to evaluate the site's potential.

We have two goals: to boost mutual tourism between our countries and to explore the possibility of developing a similar resort on Kazakhstan’s Caspian shoreline,Agalarov said. 

A Kazakh delegation has already toured the Sea Breeze resort in Baku. The 500-hectare complex features seven kilometers of developed coastline, along with residential areas, hotels, schools, medical facilities, and entertainment zones. The resort’s expansion plans include growth to 1,300 hectares and 22 kilometers of beaches.

Plans for a major tourist hub in Kendirli are already underway.

The project envisions infrastructure capable of serving up to 300,000 visitors annually, including the construction of a new airport, a desalination plant, and upgraded roads leading to the Turkmenistan border. According to the regional administration, the Mangystau region has already welcomed around 215,000 tourists this year.
