Russia: EAEU Regulator Launches Anti-Dumping Probe into Polymer Imports from Azerbaijan and Turkmenistan

The Eurasian Economic Commission (EEC), the regulatory body of the Eurasian Economic Union (EAEU), has opened an anti-dumping investigation into polymer imports from Azerbaijan and Turkmenistan, Orda.kz reports, citing Forbes Russia.
The inquiry, initiated by Russian petrochemical giant Sibur and its subsidiary Nizhnekamskneftekhim, focuses on allegations that polypropylene and its copolymers were imported into the EAEU in 2024 at prices below those in the producers’ home markets.
The EEC documents, signed on July 9 and published on July 24, cite a dumping margin of 33.85% for Azerbaijan and 13.55% for Turkmenistan. Imports from both countries reportedly surged in 2023–2024, with their market share rising by over 35% following the exit of other suppliers due to sanctions.
Azerbaijan and Turkmenistan are not EAEU members.
If dumping is confirmed, the EAEU may introduce duties, as it did with Uzbekistan in 2022. However, plastics manufacturers have warned that such tariffs raise raw material costs.
Notably, the investigation takes place amid rising tensions between Russia and Azerbaijan.
