Russia: All Fine Recovery Cases Against Telegram Closed - Agenstvo

Judicial enforcers in Russia have officially closed all enforcement proceedings related to fines issued against Telegram, Orda.kz reports, citing Agenstvo.
According to the outlet, the first two cases — seeking to recover four and seven million rubles — were closed in May 2023. The final case, involving a four-million-ruble fine, was closed at the end of March 2025.
Each closure cited the same provision of the Law on Enforcement Proceedings, which states that a case may be terminated if “it is impossible to determine the debtor’s location or the whereabouts of their property.”
Meanwhile, enforcement cases against other foreign tech companies — such as Meta and Twitch — remain open, according to Novaya Gazeta.
