Rosobrnadzor Reports Low Pass Rates Among Foreign Children Applying to Schools

More than 87% of foreign children applying to Russian schools have been unable to enroll, Orda.kz reports, citing the press service of Rosobrnadzor.
Between April and August 2025, applications were submitted for 23,616 foreign children, but a full set of documents was provided for only 8,223 of them. These applicants were then directed to take a Russian language proficiency test.
Of those, 5,940 children took the test, and only 2,964 passed — just 12.6% of the total number of children for whom applications were submitted.
The language testing requirement for foreign students was introduced on April 1, 2025. Rosobrnadzor noted that failing the test is grounds for refusing admission to Russian schools.
