Prime Minister Warns Akims on Heating Season Preparations

Criticism of akims over readiness for the heating season is common, but this time, Prime Minister Olzhas Bektenov stressed that mistakes will not be tolerated, Orda.kz reports.
With less than a month before the start of the heating season, some regions are falling behind on network repairs.
In the Aqmola Region, the backup boiler repair at the Stepnogorsk TPP has not been completed. In the Mangystau Region, repair deadlines for two turbines at TPP-2 have been postponed. There is also a slow pace of reconstruction of Aqtau heating networks. Every region has such problems. This indicates weak planning and lack of strict control by akims, Bektenov said at a government meeting.
In several regions, headquarters overseeing winter preparations are working poorly.
With proper coordination and oversight, the Prime Minister noted, many risks could be avoided.
In May of this year, it was ordered to eliminate the practice of unjustified postponement of equipment repairs. However, KEGOC continues issuing permits to extend repair deadlines at energy sources. This shows low executive discipline and lack of proper control. For each case of delay or full postponement without justification, the Ministry of Energy must take strict measures.
Work has already begun on issuing readiness passports to energy companies.
Here, akims must personally participate in commissions assessing the readiness of energy companies for the heating season. Operation without a readiness passport is unacceptable. Special oversight must be given to the energy sources of Ridder, Kentau, Yekibastuz, and Aqtau. If the heating season begins without a readiness passport, those responsible will be held accountable.
Despite constant warnings and criticism, problems with heat supply arise in different regions every winter.
