Presidential Decree Expands Powers of Kazakhstan’s Supreme Audit Chamber

The Supreme Audit Chamber of Kazakhstan has been granted expanded powers under a new presidential decree, Orda.kz reports.
The updated regulation allows the Chamber to file lawsuits in court to recover budget funds, seek compensation for damages, or enforce orders.
Alikhan Smailov’s department will now assess the draft republican budget across major spending areas, as well as develop rules for local budgets in the regions, major cities, and the capital. Auditors will also collect and analyze documentation from budget program administrators, forwarding the results to maslikhats and akimats.
In addition, the Supreme Audit Chamber’s new responsibilities include auditing off-budget funds, safeguarding state secrets, and participating in mobilization planning.
This means the body will serve not only as a financial auditor but also as part of Kazakhstan’s national security system.
