President Signs Law on Governance, Infrastructure Development

Kazakh President Qasym-Jomart Toqayev has signed a new law introducing a broad package of reforms across multiple sectors, from urban development and public administration to business support, Orda.kz reports.
The legislation simplifies land and customs regulations and introduces a new framework for foreign national registration. It also addresses the redistribution of authority across levels of government and aims to reduce legislative overregulation.
A large portion of the amendments relates to the national modernization project for energy and public utilities infrastructure. The changes are designed to improve heating, electricity, and water supply systems — areas crucial for the country’s basic services and stability.
Separately, Toqayev also signed a law yesterday revising legislation related to military service, national defense, and military-patriotic education. The law spans seven sections and includes amendments to the Labor Code and laws on education, defense, military service and status of servicemen, and the defense industry.
