Oil Company Pays Nearly 200 Million Tenge in Wage Arrears

Mangystau Oil Refining has paid 197 million tenge in overdue wages, Orda.kz reports.
In Aqtau, 241 employees of Mangystau Oil Refining received back pay owed from January to March 2025. According to the prosecutor’s office, following an inspection, the full amount of unpaid wages was reimbursed. The company was fined for labor rights violations.
Mangystau Oil Refining, established in 2016, is involved in oil product manufacturing and industrial maintenance. It is owned by AB Group LTD, one of the region’s largest enterprises. Among its co-owners are Igor Burmistrov, Yemin Abdurakhmanov, and the foreign firm Kazcom JSC, headed by Maurice Taylor.
The company’s general director, Ramiz Ramazanov, is under investigation in connection with a case of oil smuggling through the port of Aqtau. He and four other private company representatives are accused of participating in an organized criminal group and illegally exporting petroleum products.
Investigators estimate the damage to the state at over 320 million tenge.
Mangystau Oil Refining is also involved in an ongoing legal dispute over a mini-refinery in the Turkistan Region.
Former owners of the plant successfully challenged the validity of the sale and are disputing the asset’s valuation, which was acquired for 2 billion tenge.
The company maintains that its actions were lawful and says it continues to develop the project with support from foreign investors.
