Non-competitive Tenders: Jambyl Region Officials Conclude Questionable Contracts
Orda.kz's Jambyl region correspondent continues a series of materials dedicated to public procurement under contracts with a single supplier. From April to July 2023, the Akimat of the Korday district led this list, having concluded deals for millions without a tender.
Here are just a few: 2.9 million tenge to improve the park in the village of Betkainar, 1.9 million tenge to work on solid household waste disposal in Alzhan Ana, and 6.7 million tenge to construct a playground in Kakpatas. An agreement was also signed to develop environmental documentation for several villages, including Karasu and Otegen, for 12.6 million tenge.
In Korday, two streets will receive lighting, and six million tenge have been allocated for the project.
Also, a three-million-tenge structure with "Suyikti Kordayim" (My Beloved Korday — Ed.) will appear in the village. Other projects include replacing curbs in the district cultural center (7.2 million tenge), repairing the parking lot and access road to the same facility (nine million tenge), and medium-term repairs of the road to the village of Nogaybay (280 million tenge).
Additionally, plans are set to repair sidewalks and parking spaces in Korday (10 million tenge), maintain streets and public spaces (nine million tenge), bury waste at a landfill (10 million tenge), and apply road markings (seven million tenge).
The allocation of 11 million tenge for technical supervision of the repair of 44 streets in Shu and the utilization of 15 million tenge by the Jambyl Regional Mental Health Center are also noteworthy.
Kazakhstan has amended the law on public procurement to avoid corruption risks. However, officials still play out tenders in non-competitive ways.
A new law will come into force next year, providing the right to purchase goods from one source for up to 100 MCI (369,200 tenge) and works and services for up to 500 MCI (1,846,000 tenge). For rural akimats, the threshold for purchasing goods, works and services will be 3,000 to 4,000 MCI (up to 14,768,000).
