Former Atyrau Oil Refinery CEO Murat Dosmuratov, previously tried and acquitted of negligence charges, has been named Managing Director of Oil Refining and Petrochemicals at KMG Engineering, Orda.kz reports.
Industry analyst Oleg Chervinsky announced the appointment on his Telegram channel, noting that Dosmuratov “has been rehabilitated and is eligible to resume his work within KMG.”
He also described him as a highly qualified specialist with extensive experience.
Industry colleagues speak of Dosmuratov as a highly qualified specialist with extensive experience. He is a chemical engineer by training, a graduate of the Gubkin Moscow Institute of Petrochemical and Gas Industry, where he also defended his PhD dissertation. At the Shymkent Oil Refinery, he rose through the ranks from process unit operator to chief technologist. Subsequently, he worked at KMG, KPI Inc., Rominserv SRL, and KLPE. noted Oleg Chervinsky.
Dosmuratov became head of the Atyrau Oil Refinery in 2022, when the plant faced a prolonged heat exchanger issue. He was accused of failing to allocate funds for a replacement, allegedly causing losses of about two billion tenge.
Found guilty in late 2024, his case was later overturned after the Prosecutor General’s Office intervened.
In August 2025, the Atyrau Regional Court retried the case, with the regional prosecutor’s office itself dropping the charges. Dosmuratov was fully acquitted, and the state issued an apology for the unfounded prosecution.
