Multi-Billion Tenge Project: Almaty Region Officials Under Investigation

Officials from the Almaty Region Health Department are under investigation by the Anti-Corruption Agency for allegedly obstructing the implementation of a major healthcare investment project, Orda.kz reports.
The case involves the International Academy of Medicine and Sciences (IAMS), which invested 4.4 billion tenge to modernize healthcare infrastructure in the Almaty region. Orda.kz has previously covered the issue, which was later raised by deputies in the Majilis.
IAMS carried out a major renovation of the Almaty Multidisciplinary Clinical Hospital: paying off debts, constructing a modern infectious disease facility, securing accreditation, and opening new departments.
The investor’s total contribution amounted to 4.4 billion tenge. However, the Akimat refused to take the facility onto its balance sheet and failed to connect it to utility services. Payments under the PPP management contract have not been made for over a year.
The investor has repeatedly contacted officials, but received only delays, empty promises, and formal replies. As a result, the company filed a lawsuit at the Astana International Financial Center (AIFC) and won — state agencies were ordered to pay 370 million tenge. A second claim for 13 billion tenge is currently under review.
Now, Antikor has stepped in to investigate the health department’s officials.
On February 24, 2025, the Almaty Region Department of the Anti-Corruption Agency launched a pre-trial investigation into health department officials under paragraph 2 of part 3 of Article 365 of the Criminal Code (Obstruction of lawful entrepreneurial activity). In addition, the Akimat is negotiating a settlement,the Prime Minister’s office stated in an official response.
