Man Faces Multiple Charges in High-Profile Killing of NCOC Staffer

Authorities in Atyrau have concluded their investigation into the high-profile case involving the homicide of 46-year-old Bibigul Shpanova, an NCOC employee, Orda.kz reports.
The case will be handled by the Atyrau Region’s Specialized Interdistrict Criminal Court. Due to the nature of the charges and the presence of confidential information, the proceedings will be held behind closed doors.
The accused is 38-year-old Arman Zhetpisov, an Atyrau resident with a prior criminal record and no formal employment. He lived in the Rembaza district and, according to acquaintances, often posed as a skilled repair technician.
Investigators determined that Zhetpisov had previously done maintenance work in the French Quarter residential complex, where Shpanova lived. She contacted him again for household repairs.
When she suspected she had been deceived and demanded a refund, Zhetpisov reportedly visited her apartment under the pretense of resolving the issue.
According to the investigation, when Shpanova opened the door, Zhetpisov fatally stabbed her multiple times, assaulted her, stole personal belongings, including keys and a phone, and fled in her car.
He was later involved in a car accident and attempted to flee the scene. Zhetpisov was apprehended in the Mangystau region, and Shpanova’s belongings were found in his possession.
Zhetpisov faces charges under five articles of the Criminal Code:
- Fraud (Article 190)
- Aggravated sexual assault (Item 2, Part 2, Article 120)
- Theft with unlawful entry (Item 3, Part 3, Article 188)
- Vehicle theft (Part 1, Article 200)
- Homicide with aggravating circumstances (Items 4, 5, 8, 10, Part 2, Article 99)
Aggravating factors include financial motive, excessive cruelty, and the fact that the crime targeted a vulnerable woman.
Orda.kz will continue monitoring developments in the trial.
