Majilis Reviews Audit Chamber’s Findings, Baiterek Holding Delayed Fund Transfers to Beneficiaries

Today, the Majilis is reviewing the Supreme Audit Chamber’s conclusions on the government's report regarding the execution of the 2024 republican budget, Orda.kz reports.
According to Supreme Audit Chamber Chair Alikhan Smailov, the revenue forecast was revised downward by two trillion tenge from the original plan. Even with the adjustment, it fell short — the treasury missed an additional 609 billion tenge.
Despite an uptick in tax audits, collection efficiency dropped significantly. Monitoring of 249 large taxpayers lacked consistency, resulting in just 643 million tenge in additional charges, only 0.01% of their total declared revenue.
Tax revenues in 2024 declined by 4.7% compared to 2023.
The Baiterek holding group delayed the distribution of preferential resources. The project selection process was not structured transparently enough: support was received by projects that either did not achieve the stated KPIs or did not have counter-obligations for them,
the Supreme Audit Chamber noted.
In total, the 2024 budget underwent 13 amendments — 40% of them in the fourth quarter alone.
112 investment projects worth 56 billion tenge, primarily in gas, water, electricity, and infrastructure, were removed from the financing plan. They were replaced in the second half of the year with 96 similar projects totaling 58 billion tenge.
