Kyrgyzstan Moves to Strengthen Use of State Language

The Kyrgyz parliament has approved a set of amendments requiring knowledge of the Kyrgyz language for a wide range of professions and statuses, Orda.kz reports.
According to 24.kg, the Jogorku Kenesh passed the bills in second and third readings.
Under the new rules, fluency in Kyrgyz will become mandatory for members of parliament, ministers, judges, prosecutors, investigators, National Bank staff, security forces, and national security agency employees.
Lawyers and notaries will also need to demonstrate language proficiency to receive a license.
The changes extend to foreigners applying for a residence permit or permanent immigrant status. They must show sufficient command of the state language.
Amendments also apply to the media sector. At least 60% of television and radio programming must now be in Kyrgyz. Advertising in Kyrgyz must meet spelling and language standards approved by local authorities.
Fines for violations are set at 5,000 soms (approximately $57) for individuals and 17,000 soms (around $194) for organizations. The National Commission on the State Language and Language Policy will oversee enforcement.
The legislation is intended to reinforce the role of Kyrgyz as the national language and promote its use in public and governmental life.
