Kyrgyzstan: Japarov Signs Decree on Temporary State Monopoly on International Internet Traffic

Kyrgyz President Sadyr Japarov has signed a decree establishing a temporary 100% state monopoly on the transmission and routing of international internet traffic, Orda.kz reports, citing Fergana.
The measure takes effect on August 15, 2025, and will remain in place until August 14, 2026. During this period, local company ElCat will receive exclusive rights to deliver and transmit international internet traffic within Kyrgyzstan, as well as handle international data transit through the country.
ElCat will also receive 100% of shares in the communications company Aknet, which provides internet access to about 90% of the country’s universities. All other operators and providers working with international internet traffic are required to transfer their contracts and agreements to ElCat within two months.
The government says the measure is aimed at improving the management of digital and telecommunications infrastructure, organizing traffic flows, and enhancing service quality.
Also on July 28, President Japarov signed a law banning access to websites containing pornographic content within Kyrgyzstan’s internet space. The law defines the distribution period of such content either from its first appearance in Kyrgyz cyberspace or from the moment authorities are notified.
Internet providers, hosting services, and website/page owners are required to block access to pornographic material. The stated goal of the law is to “protect the moral and ethical values of society and the spiritual well-being of individuals.”
