Kazakhstan’s Majilis Takes Up Amnesty Bill for Constitution’s 30th Anniversary

The Majilis has accepted a draft law “On amnesty in connection with the thirtieth anniversary of the Constitution of the Republic of Kazakhstan,” Orda.kz reports.
The initiative, put forward by deputies, outlines specific categories of individuals eligible for release.
First of all, these are socially vulnerable groups of the population. Pensioners, minors, women who are raising children, also men who were raising children alone at the time of the crime, and so on. And basically the classic option. We amnesty those persons who do not pose a threat to society,explained Abzal Kuspan.
Under the proposal, individuals convicted of theft and fraud may also qualify, provided the damages have been repaid.
“I know that corruption articles and crimes against the person (homicide, etc.) are not covered by the amnesty, as they pose a threat to society,” Kuspan added.
Blogger Daniyar Adilbekov, convicted under the article "False denunciation," is not eligible.
Certain parts of that article were not included in the draft law, but Kuspan noted that the matter would be reviewed.
