Some foreign media outlets have circulated claims suggesting that Kazakhstan is “preparing for war with Russia,” a narrative that the Ministry of Defense of Kazakhstan has firmly denied, Orda.kz reports.
According to Stopfake.kz, several foreign websites claimed that Kazakhstan was deploying a large group of territorial defense brigades along the Russian border “in the event of a conflict.”
The Ministry of Defense issued an official statement clarifying that the proposed “On Territorial Defense” bill focuses solely on strengthening internal security.
The draft law 'On territorial defense' was developed as part of the modernization of the national security system of Kazakhstan. Its goal is to ensure internal stability, protect the population, infrastructure facilities and territorial integrity in martial law or other emergency situations. The deployment of territorial defense brigades is carried out taking into account the logistical, geographical and demographic characteristics of the regions, and not in response to external threats, the Ministry explained.
Officials emphasized that the legislation is not targeted at any foreign nation and should not be interpreted as a reaction to external military threats.
On April 24, during a session of the Assembly of the People of Kazakhstan (APK), President Qasym-Jomart Toqayev reaffirmed that Russia remains Kazakhstan’s key strategic partner and reliable ally.
He also called for strict measures to prevent provocations or narratives that could harm interethnic harmony within the country.
