Kazakhstan’s Budget Falls Hundreds of Billions Short of Tax Plan

Kazakhstan’s national budget collected 730 billion tenge less in taxes than planned in 2025, a shortfall of 4.8%, Orda.kz reports, citing the Supreme Audit Chamber.

One of the main reasons was that officials initially overestimated projected tax revenue by almost 1.3 trillion tenge.

Auditors also identified violations by the tax and customs authorities. For example, hybrid vehicles received import benefits intended exclusively for electric vehicles.

Another 34 foreign-trade participants improperly used a VAT offset mechanism, costing the budget more than 740 million tenge.

Overall, the audit uncovered financial violations totaling 2.7 billion tenge, along with 33 procedural violations and 11 systemic shortcomings. The chamber issued instructions to the responsible authorities to address the findings.
