Kazakhstan's AI to Be Implemented Throughout Turkic World

Minister of Digital Development, Innovation and Aerospace Industry of Kazakhstan Zhaslan Madiyev spoke in the Senate about the development of artificial intelligence (AI) and digital technologies in the country, Orda.kz reports.
Madiyev noted that Kazakhstan should become a technological leader by actively implementing AI and creating favorable conditions for its use in all key areas.
The Minister said that for this purpose, the country created an AI committee, approved the concept of AI development for 2024–2029, and developed a law on AI that will create a legal basis for the industry's further development.
Together with Nazarbayev University and other scientific and practical organizations, we are developing a large language model KazLLM. The development of KazLLM is necessary for the creation of technological products by Kazakhstani companies based on their own model, removing dependence on foreign technologies, taking into account the protection of national interests, personal data, and ideological independence. Today, the model is actively being trained on the collected 148 billion tokens. The planned development date for the model is December 2024. Moreover, we plan to further implement our own language model throughout the Turkic world, the minister said.
AI solutions for optimizing public services and government agencies are also being developed based on the model. These will be virtual assistants for eGov, the judicial system, and other areas. When the necessary computing power is provided, these products will be launched.
Madiyev noted the achievements of Kazakhstani startups, including the Higgsfield project, which created a platform for generating video based on text and attracted $16 million in investments from international funds.
The Minister said that next year, they will create a National AI Center, which will become a center of competence and attract world experience in artificial intelligence. The center will house an AI school, a startup campus, and laboratories.
Negotiations are also underway with large technology companies about launching their research laboratories in Kazakhstan.
