Kazakhstan to Launch Cassation Courts Department from July 2025

A separate department for cassation courts is being established in Kazakhstan and will begin operating on July 1, 2025, Orda.kz reports.
President Qasym-Jomart Toqayev signed a decree creating the new cassation courts department. The same decree also revises the composition of the Commission on the Quality of Justice under the Supreme Court.
Previously made up of seven members — three regional court judges, three Supreme Court judges, and one retired judge — the commission will now include two representatives from the cassation courts.
Toqayev outlined the purpose of the new body last October at the IX Congress of Judges.
The cassation courts will assume most responsibilities for third-instance case reviews. Currently, the Supreme Court handles cassation appeals.
Following the reform, the Supreme Court will focus on ensuring consistency in judicial practice and reviewing only the most complex third-instance cases.
