Kazakhstan to Discontinue "Aul El Besigi" Development Program

Kazakhstan has decided to discontinue the state programs “Aul el besigi” and “Development of the outskirts of cities.” This was announced by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin during a session in the Majilis, Orda.kz reports.
The “Aul el besigi” program was launched in 2019 on the initiative of former President Nursultan Nazarbayev. Its goal was to improve the quality of life in rural areas.
According to Zhumangarin, the government is moving away from targeted project funding. Under the new three-year budget planning approach, priority will be given to projects of national significance and essential infrastructure.
We are moving away from targeted funding of projects and events in populated areas within the framework of various programs. Such as ‘Aul el besigi,’ ‘Development of city outskirts,’ budget investments in small and single-industry towns. These programs will be discontinued,
Zhumangarin stated.
Major projects with significant socio-economic impact will receive support from the republican budget, while basic services, such as water, heating, and roads, will be the responsibility of local authorities.
Zhumangarin also noted that both the central government and regional akimats will need to accurately forecast local budget parameters and ensure equitable access to infrastructure across all regions.
