Kazakhstan Resettles Over 4,400 Ethnic Kazakhs in 2025, Most from China and Uzbekistan

Kazakhstan continues to accept ethnic Kazakhs (Qandas) from abroad. Since the beginning of 2025, 4,427 people have returned to their homeland. Most arrivals are from China and Uzbekistan, with resettlement focused on labor-deficient northern regions, Orda.kz reports, citing the Ministry of Labor.
The majority of migrants are from China, accounting for 45.8% of the total. Uzbekistan follows with 40.9%, then:
- Turkmenistan (5.4%)
- Mongolia (3%)
- Russia (2.3%)
- Other countries (2.6%)
Among the Qandas, 59.7% are of working age, 31.9% are minors, and 8.4% are pensioners. In terms of education, 53.6% have general secondary education, 26.8% have secondary specialized education, 17.4% hold higher education degrees, and 2.2% have no formal education.
The Qandas are being resettled in regions with labor shortages, such as Pavlodar, Aqmola, East Kazakhstan, and Abay. The state provides financial assistance for relocation and housing.
70 MCI (275.2 thousand tenge) for each family member, as well as monthly payments for rent and utilities – from 15 to 30 MCI (from 59 to 118 thousand tenge) during the year. In addition, new support measures are available. You can receive up to 4.56 million tenge for the purchase or construction of housing – this is the so-called economic mobility certificate,
the Ministry of Labor and Social Protection reminded.
In 2025, the quota for Qandas' admission was set at 2,309 people. The Pavlodar region is expected to accept the largest number, over a thousand.
Since the beginning of the year, 339 Qandas have received state support, and 136 have found permanent employment.
Since 1991, more than 1.15 million people have returned to their historical homeland.
