Kazakhstan Plans to Launch Digital Data Marketplaces

Kazakhstan is preparing to launch digital data marketplaces, with access to such platforms to be granted through an electronic digital signature or two-factor authentication, Orda.kz reports.

The rules were developed by the Ministry of Digital Development. They concern so-called digital data showcases, where only prepared products will be allowed to be posted — data sets, analytical materials, reports and other structured data that can be used in a digital environment.

Such platforms may be created by state bodies, state organizations, quasi-public entities and private companies. The state will maintain a register of these sites, meaning the data market is not expected to operate as a fully free space, but as one visible to the regulator.

The main restriction is that platform owners will be barred from trading source or raw data, including personal data, unless otherwise provided by law. A digital product must not make it possible to identify a person directly or indirectly.

It will also be impossible to take information that is already publicly available and simply sell it as a product. In its original form, such information may be posted only for informational purposes.

Access to the platforms will be provided through an electronic digital signature or two-factor authentication. Users will have different levels of access — from viewing descriptions and previews to downloading data or connecting through an API.

Transactions will also take place within the platform and will require confirmation by both sides.

Platform owners will be required to publish the cost of digital products openly and update prices whenever sales terms change. For products offered by state bodies, state organizations and the quasi-public sector, pricing will be calculated under a separate methodology.
