Kazakhstan: Performance Requirements Introduced for Agricultural Subsidies

Kazakhstan's government has introduced performance-based obligations for agricultural businesses receiving state subsidies, following an audit by the Supreme Audit Chamber, Orda.kz reports.
The new rules, aimed at improving transparency and the effectiveness of state support in the agricultural sector, were adopted at the legislative level.
The amendments took effect on June 12, 2025, as part of a broader law on aquaculture, the agro-industrial complex, energy, and the redistribution of powers among government agencies.
Farmers and agricultural companies must now provide documentation demonstrating the results of subsidies. This could include increased production, job creation, or improved crop yields. The goal is to strengthen oversight and ensure real returns on state investments,
the Supreme Audit Chamber stated.
Auditors believe the changes will increase business accountability and make the subsidy system more results-oriented.
State agricultural subsidies in Kazakhstan currently focus on four main areas: crop production, livestock, financial instruments, and processing programs.
