Kazakhstan: Oil Production Contracts Made Public

The Ministry of Energy of the Republic of Kazakhstan has released the results of the tenth electronic auction for subsoil use rights for hydrocarbons, Orda.kz reports.
The rights to develop six deposits were auctioned. The auction was held in September.
The private company Pro Explore Mining Co., Ltd. will extract oil at the Kigash site in the Atyrau region. Two months ago, it registered in Astana as a micro-enterprise with a staff of no more than five people.
It is headed by Yang Chengwei, who heads two other private companies in Kazakhstan: Kazakhstan Zhonghui Energy Co., Ltd. and Kazakhstan Jinyuan Energy Co., Ltd.
Another company, Astana Guangming Mining Co., Ltd., received the right to develop the Aznagul deposit in the Atyrau and Mangistau regions. It was founded in early September 2024. Its director is Li Jie, previously registered in Kazakhstan as an individual entrepreneur and simultaneously managed the company Kazakhstan Dinghua Energy Co., Ltd.
The private company HarmonyOre Mining Co. Ltd. will search for and extract oil at the Jarkamys Zapadny II site in the Aqtobe region. It has been on the market for only two months, and its director and sole founder is Song Yunyun.
Yunyun also runs Kazakhstan Blue Ocean Energy Co. Ltd. engaged in oil production.
Kazakhstan Zhonghengyongsheng Energy Co., Ltd. received the rights to develop the Kulsary site in the Atyrau site. Its head is Li Huhu; the organization was registered three months ago as a micro-enterprise.
Another company is JSC Sozak Oil and Gas, registered in Qyzylorda. It has been on the market for over five years.
The company's CEO is Liu Wei, and its founders are all Chinese corporations: Sino-Science Netherlands Petroleum BV, JSC Maten Petroleum, Shenzhen Andachang Industrial Co., Ltd., Singapore Charter Power Pte. Ltd, and Singapore Starlights Energy Investment Pte. Ltd. Sozak Oil and Gas will extract oil at the Bestakyr site in the Ulytau region.
Another auction winner is Farukh Abdukhalilov's RV-Oil&Gas LLP.
The company has specialized in wholesale and retail supply of petroleum products and liquefied gas for 14 years and also provides fuel outsourcing services.
RV-Oil&Gas received a contract for subsoil use at the Chingis-Telsu site in the West Kazakhstan and Aqtobe regions. This will be RV-Oil&Gas's first independent oil field development.
