Kazakhstan: Ministry Identifies Telegram Channels Violating Law

In response to a request from Orda.kz, the Ministry of Culture and Information named Telegram channels in Kazakhstan that have violated legal standards.
The list includes “Zlobnaya Tateshka,” “Chemodan Gossekretov,” and others. The editorial team also sent a separate inquiry to the Financial Monitoring Agency to clarify whether any measures are being taken against those running the anonymous sources.
Thousands of unlawful materials have been found on Telegram in Kazakhstan.
The Ministry has identified “Zlobnaya Tateshka,” “Chemodan Gossekretov,” and “Budanbay” among the key violators.
These channels reportedly broke the law at least 55 times.
Violations included:
- Spreading false information
- Inciting ethnic hatred
- Promoting violent change of the constitutional order
- Promoting suicide
- Violations of election laws
Meanwhile, the Ministry noted that channels such as “Kelin uslyshala,” “AldiarKose,” and “Yurta Analitikov” are not on the list of violators.
Minister of Culture Aida Balayeva previously stated that anonymous Telegram channels have become a “hotbed of lies, manipulation and provocations,” and that authorities are prepared to request their removal.
Today, anonymous Telegram channels have become a breeding ground for lies, manipulation, provocations, and they definitely affect people's moods. Especially in terms of spreading false information. It is no longer possible to turn a blind eye to this, and the Ministry has set itself the task of ensuring that they are identified and blocked. Since our clear position is the issue of increasing responsibility for the deliberate dissemination of fakes and destabilizing information. I believe that anonymity should not be a shield for provocateurs,
the Minister said at a government briefing.
In its official reply, the Ministry clarified that it monitors online platforms continuously, but does not specifically track anonymous Telegram channels.
Current legislation “does not contain direct prohibitions on their functioning.”
An anonymous Telegram channel, like any other source of information, is subject to assessment not by the form of presentation, but by the content and compliance with the country's legislation. Anonymity in itself is not considered a violation. However, in the event of dissemination of false information, slander or other prohibited information, such materials may become the subject of investigation by authorized bodies.
Since the beginning of 2025, more than five thousand illegal materials have been identified on Telegram.
As part of the notification work, 239 warning letters were sent to the owners of online platforms to remove violations of the law and take measures to remove the identified materials,
the Ministry stated.
The Financial Monitoring Agency told Orda.kz that no current investigations are underway against those running the listed Telegram channels.
In December 2024, the National Security Committee detained the administrators of the “Qirsabyn” channel on suspicion of extorting money from public figures.
