Kazakhstan May Proceed Without Russia on Thermal Power Plant Projects — Deputy PM

Russia may not follow through on its commitment to build three thermal power plants in Kazakhstan, and the country is ready to move forward independently if necessary, Orda.kz reports.

Speaking on the sidelines of the Central Asia–China summit, Deputy Prime Minister Roman Sklyar said that although an agreement with the Russian side has been signed, implementation is being delayed.

“We have an agreement that we have already signed. And now there is a delay with export financing,” Sklyar explained.

If financing from Russia fails to materialize, Kazakhstan is prepared to carry out the project without external support.

“We can build without the participation of Russian partners,” he added.

According to Sklyar, this does not imply direct state financing. The national company Samruq-Energo could serve as the customer under a rate guarantee model tied to the new power plants.

We have Samruq-Energo, which can act as a customer and build a thermal power plant under a rate guarantee. There are no rate calculations yet,
he noted. 

It remains unclear whether domestic construction companies will be involved.

“Let’s wait for the decision. When construction begins, we will announce it.”

Earlier, Sklyar stated that Kazakhstan was considering replacing the investor for the thermal power plants in Kokshetau, Semey, and Oskemen due to financial difficulties.
