Kazakhstan Launches Pilot Program for Issuing IINs Abroad

Foreign nationals and stateless persons will now be able to obtain or update their Individual Identification Number (IIN) at 96 Kazakh embassies and consulates worldwide, Orda.kz reports.
The Ministry of Foreign Affairs and the Ministry of Digital Development have launched a pilot initiative running from April 18 to December 31, 2025, aimed at improving access to Kazakhstan's identification system for select foreign categories.
Eligible individuals include:
- Investors
- Participants in the circulation of marked goods
- Spouses of Kazakhstan citizens
- Children under 16 with one Kazakhstani parent
- Foreign nationals set to inherit property
- Participants or applicants of the Digital Nomad Residency or Visa programs
- Foreigners with disabilities
- Foreigners over 65
- Registrants or producers of plant protection products (pesticides)
- Heads of foreign legal entities or branches operating in Kazakhstan
The service, handled by the Ministry of Internal Affairs, will process IINs within one business day (excluding the application date). Applicants must provide a written request, a copy of their identity document, and the original for verification.
Investors must additionally present one of the following:
- An investment agreement
- Proof of participation in a foreign investors’ council
- A certificate confirming an implemented project in Kazakhstan
- A recommendation from the Astana International Financial Center
Other eligible applicants must submit relevant supporting documents depending on their category — such as a disability certificate or confirmation of digital nomad status.
