Kazakhstan Adopts Rules on Chemical Castration for Offenders Convicted of Sex Crimes Against Children

Kazakhstan has approved new regulations governing the use of chemical castration for sex offenders, Orda.kz reports.
According to the new rules, chemical castration will be carried out under a court order and administered directly in prisons.
This compulsory measure will be applied to convicted prisoners six months before their release from prison. It applies only to individuals over 18 years of age found guilty of sexual crimes against children, states an order from the Ministry of Health, which takes effect on October 17.
Under the procedure, prison administrations must submit case materials to the court no later than 12 months before the end of a convict’s sentence to request a forensic psychiatric examination.
The psychiatric experts will determine whether the prisoner exhibits any mental disorders or tendencies toward sexual violence before the measure is enforced.
