Kashagan: Company Associated with Oligarch Involved in Pipeline Construction
The Eskene LPG company, which will build a pipeline for pumping liquefied gas from the Kashagan field for export, is controlled by the son of a Kazakhstani oligarch, Orda.kz reports.
Eskene LPG LLP will implement the project to build a pipeline from the NCOC consortium's Bolashak plant to an overpass. This overpass will send liquefied gas to a future LPG transshipment and loading facility. The tank field of the yet-to-be-built plant will be located 50 kilometers from Atyrau.
The 18.5-kilometer pipeline will be built in the Makat district of the Atyrau region. Work is planned to begin in January 2025 and be completed by the end of the same year.
The company entrusted with implementing the project is associated with the family of Rashit Sarsenov, who ranks ninth on the Kazakhstan Forbes list.
The stakeholders (founders) of Eskene LPG LLP are two legal entities: the private company LPG Tech Ltd, which has the same director as Eskene LPG — Dauren Turebaev, and the private open investment company Qazcon OEIC Ltd.
LPG Tech Ltd, in turn, is controlled by Abay Sarsenov, Rashit Sarsenov's 29-year-old son.

Rashit Sarsenov is the primary owner of Nurbank. His other assets include the Helios gas station chain, Victoria Insurance Company, Aksay Bakery, AltynEx Company, Neftekhim LTD, Tekeli Mining and Processing Complex LLP, and others.
Sarsenov previously headed the board of directors of MangystauMunayGas JSC. His fortune is currently estimated at $970 million.
Abay Sarsenov is the second of the three sons. He is listed as a stakeholder (founder) or co-stakeholder (founder) of 23 companies. In particular, Sarsenov has shares in Aksay Bread Factory LLP and Neftekhim LTD Company LLP, controls Uralsk Oil Company LLP, Pavlodarorgsintez LLP, Aksai Nan Trading House, Silk Alley Winery, and other legal entities.
Earlier, foreign Kashsagan partners in Kashagan did not confirm the projections of the national company QazaqGaz.
The projections suggested that the construction of a new gas processing plant in this field would significantly increase oil production.
