Investigation Into AZAL Plane Crash Could Continue Until December 2025

The investigation into the crash of the AZAL plane in Aktau could continue until December 2025, Orda.kz reports.
Vice Minister of Transport Talgat Lastayev announced this at a government briefing.
According to ICAO requirements and standards, an investigation takes one year. Accordingly, the final report must be completed by December 2025, Lastayev stated.
This investigation focuses on determining the technical causes of the incident. Lastayev clarified that the criminal investigation is separate and follows its own timeline.
A special operational investigative group is handling that aspect of the case.
Lastayev also noted that the International Civil Aviation Organization (ICAO) highly assessed Kazakhstan’s preliminary report, praising the clear presentation of facts, detailed analysis, and completeness of the information.
ICAO is a specialized UN agency responsible for developing and implementing global standards in civil aviation. Its key functions include:
- Establishing international flight safety, air traffic control, and environmental standards
- Regulating air transportation and standardizing procedures between countries
- Setting global standards for passports and identification documents, including biometric passports
- Monitoring flight safety and investigating aviation incidents
- Overseeing the development of aviation infrastructure worldwide
