Illegal Pawnshop Scheme Worth 93 Million Tenge Exposed in Aktobe

A scheme disguised as commission trading was uncovered in Aktobe after investigators said a man had been issuing loans without a pawnshop license, Orda.kz reports.
According to the investigation, from 2020 to 2025 he issued loans secured by phones, televisions and other equipment. He did not have a license to conduct pawnshop activities. To avoid oversight, he allegedly disguised the transactions as commission sales.
Investigators said interest rates on the loans reached 3.7% per day, which is 12 times higher than the legally permitted level. As a result, customers overpaid substantial amounts. Law enforcement agencies said the total criminal income exceeded 93 million tenge.
A court has placed under arrest the suspect’s apartment and three cars. He himself has been placed under a travel restriction.
The activity was carried out under the guise of commission shops, which made it possible to bypass regulation by the authorized bodies.the agency said.
The criminal case has already been sent to court.
