Health Ministry Proposes Broadening Medical Grounds for Early Prison Release

The Ministry of Health has proposed expanding the list of illnesses that could allow prisoners early release, Orda.kz reports. Among the new conditions are kidney failure and severe forms of cirrhosis.
The draft order, now open for public discussion until September 5 on the “Open NPA” portal, would add several diagnoses to the list of medical grounds for release.
The changes are aimed at reducing mortality and protecting the rights of seriously ill convicted persons. In particular, it is proposed to add severe forms of chronic obstructive pulmonary disease (COPD), hormone-dependent diseases, as well as additional stages of liver cirrhosis and chronic kidney disease. This means that even patients with less advanced but progressive illnesses could qualify for release, the explanatory note states.
