Government Reveals When Kazakhstan Will Launch a New Oil Refinery

In Kazakhstan, a new oil refinery with a capacity of 10 million tons per year is planned to be launched by 2033, Orda.kz reports
This announcement was made by Kaiyrkhan Tutkyshbayev, the Deputy Minister of Energy of the Republic of Kazakhstan.
According to Tutkyshbayev, all key stages are scheduled to take place between 2026 and 2033, from preparing feasibility studies and designs to construction and commissioning. Once the new enterprise has launched, the country’s total processing capacity should grow to 40 million tons of oil per year.
«The Ministry, as the project coordinator, has started preparing initial data on the sources of raw materials and the product line of the new refinery, based on demand forecasts and potential markets for fuel and lubricants,’ he said. This will enable us to select the configuration of the plant, the technology licensor, and the location of the new plant in the future. Such complex work will take time, so the results will be presented in a few months,»said the official
Due to three operating refineries, the shortage of aviation kerosene is expected to decrease from 500 to 300 thousand tons per year by 2028-2030, and the shortage of diesel fuel is planned to be eliminated entirely. By 2033, after the launch of the fourth refinery, the shortage of aviation kerosene will be eliminated and diesel fuel and gasoline will be exported to neighbouring countries.
An increase in the depth of oil refining is also expected: at existing plants, from 89% to 94%; at the new refinery, up to 95%. Fuel quality is planned to improve from environmental class K4 to K5.
