Foreigners in Russia Facing SIM Card Blocking Over Biometrics Rules

In Russia, mobile operators will begin disabling SIM cards starting July 1 for those who have not submitted biometric data or signed a contract under new rules, Orda.kz reports.
According to Russia’s Ministry of Digital Development, Communications and Mass Media, as of 2025, foreign nationals can use mobile services in Russia only after registering in the Unified Biometric System (UBS).
Each person may own up to 10 SIM cards, but biometric registration is mandatory.
Operators have begun gradually cutting off services for users who failed to meet the July 1 deadline.
The Ministry says more than two million foreigners have already submitted their biometrics and reissued their numbers. In some banks, it is now possible to complete multiple steps in one visit — including obtaining a SNILS (Russian identification number), verifying a Gosuslugi account, and submitting biometric data.
For those who have not yet complied:
- If a number has been inactive for more than three months, it will be disconnected immediately.
- For active numbers, international and long-distance calls will be blocked, internet speeds will be slowed, and after one month, the number will be fully disconnected unless the user renews their contract.
Foreigners planning to enter Russia can now submit biometric data in advance through the ruID application.
Upon arrival, a digital profile will be created, and only bank verification will remain. No additional photos or voice submissions will be required.
As of January 1, 2025, the procedure for purchasing SIM cards by foreigners has become stricter. To conclude a communication agreement, they need to obtain a SNILS, create an account on Gosuslugi, register biometrics and provide the IMEI of the phone. The measures are aimed at combating fraudsters and 'gray' SIM cards,
