Financing for Oskemen and Semey Power Plants Not Yet Determined

It remains unclear who will finance the construction of combined heat and power plants in Oskemen and Semey, Orda.kz reports.
Samruq-Energo General Director Kairat Maksutov provided details on the projects during a briefing following a government meeting.
Preparatory work is currently underway for the construction of the combined heat and power plants in Oskemen and Semey, including arranging financing. Various sources are being considered — both domestic and Russian funding, as proposed under the intergovernmental agreement. There's no final decision yet on the source. Once we determine this, we'll begin the process of selecting contractors. Both the Russian side and international consortiums that build thermal power plants could participate,Maksutov said.
Construction of the plants is scheduled to begin in the spring of 2026. When asked about the completion timeline, Maksutov stated:
"Our timeframe is 2029, the second half."
He also confirmed that Russia could still participate in financing the project, noting that “no final decisions have been made yet.”
