Final Ruling: Court Dissolves Perizat Kairat’s Charity Foundation

The Astana Court of Appeal has upheld the liquidation of the Biz Birgemiz Qazaqstan 2030 foundation, founded by Perizat Kairat — currently under arrest for fraud — Orda.kz reports.
This marks yet another failed attempt by Kairat to revive the organization.
The Economic Court had previously ordered the forced dissolution of the foundation at the request of the Ministry of Justice. According to case materials, Kairat allegedly forged the signatures of the listed co-founders.
A forensic examination confirmed the falsification, and those named in the founding documents denied any involvement.
The court ruled that the registration violated the law, including the constitutional rights of individuals whose personal data was used without consent, grounds sufficient for liquidation.
Meanwhile, Kairat remains the main defendant in a high-profile criminal case involving the alleged embezzlement of 3.5 billion tenge.
The funds were purportedly raised for charitable causes — helping children affected by floods and residents of Gaza — but, as Kazakhstan’s Financial Monitoring Agency (FMA) found, none of the money went to its intended recipients.
Instead, the funds were transferred to personal accounts belonging to Kairat and her mother, Gaini Alashbayeva, and reportedly spent on luxury cars, apartments, designer clothes, and jewelry.
All property has since been seized. Alashbayeva, also implicated in the scheme, faces charges of aiding fraud and money laundering. She is currently under house arrest.
As of June 30, the criminal case against Kairat has been referred to the Astana inter-district criminal court.
