Energy Minister Inspects Qaraganda Region Power Plants Ahead of Heating Season

Energy Minister Yerlan Akkenzhenov visited the Qaraganda region to personally assess the readiness of major energy facilities for the 2025–2026 heating season, Orda.kz reports.

Akkenshenov emphasized that this year’s inspections focus on the actual situation on the ground — not reports, but on-site checks. At the Topar power plant, he reviewed the final stages of installing a new turbine, scheduled for launch in August. A new ash dump and staff housing are also under construction there.

At KarMet TPP-2, commissioning of the long-awaited seventh boiler is nearing completion. The Shakhtinsk TPP is reportedly operating stably.

“It’s important not only to talk about problems, but to see real results that impact people’s quality of life,”
Akkenshenov said.

The total repair and investment budget for Topar in 2025–2026 is 34.6 billion tenge, with an additional 10 billion tenge allocated for upgrading the region’s heating infrastructure. Among the priority projects is a 75 MW combined-cycle power plant under construction in Jezkazgan, expected to partially offset the city’s electricity deficit.

In February, Qaraganda’s heating networks were reported to be in critical condition, with over half requiring urgent repairs.
