Domestic Violence Complaints Down 21% in Early 2025, Commissioner Shares

In the first quarter of 2025, police received around 17,000 domestic violence complaints — a 21% drop compared to the same period last year, Orda.kz reports.

Commissioner for Children's Rights Dinara Zakiyeva shared updated statistics on her Facebook page, reflecting the impact of the "Saltanat Law," which came into effect a year ago to strengthen protections for women and children.

In the first three months of 2025, 840 cases of domestic violence were opened — four times more than in 2024 (199 cases). The increase is due to the criminalization of the articles 'Assault and Battery' and 'Intentional Infliction of Minor Bodily Harm.'

Zakiyeva noted that serious crimes have declined, with homicides down by 22.6%, and intentional infliction of serious bodily harm reduced by 18.2%.

There has also been a notable decrease in criminal cases involving sexual violence against children. For the first quarter of 2025, the following violations were recorded under new legal provisions:

  • 22 cases of sexual harassment of children
  • 74 offenses involving bullying of minors
  • 41 administrative cases for removing unaccompanied children from public transport

Since June 2024, courts have ordered more than 200 offenders to undergo psychological counseling. 

However, this year, only nine individuals have been assigned mandatory psychotherapy.
