Details on Toqayev's Visit to Mongolia

Orda.kz reports on what the President of Kazakhstan discussed with his Mongolian counterpart and what documents were signed.

Aqorda reports that Qasym-Jomart Toqayev was met at the Ulaanbaatar airport on October 28  by Mongolian Foreign Minister Batmunkhin Battsetseg. The visit's key events began on October 29. 

Before signing several documents, Qasym-Jomart Toqayev and Mongolian President Ukhnaagiin Khürelsükh introduced members of the official delegations to each other at Sukhbaatar Square in front of the Government House.

Honor guard soldiers met the President of Kazakhstan. The anthems of Kazakhstan and Mongolia were played.



Qasym-Jomart Tokayev left an entry in the book of honored guests and went to the negotiation hall.



During the negotiations in a narrow format, Toqayev called Mongolia one of Kazakhstan's most important partners and emphasized that he attaches particular importance to his visit.



I have arrived in Mongolia on a state visit at your invitation. This is a great honor for me and for all members of the delegation. Today, we will sign important bilateral documents, including the Joint Declaration on the Establishment of a Strategic Partnership. I am confident that this step will contribute to the intensification of cooperation at all levels and will open up broad prospects for the benefit of the development of the two peoples, The President of Kazakhstan said.

Mongolian President Ukhnaagiin Khürelsükh noted that the visit of the President of Kazakhstan will improve relations between the countries.

The heads of the two states discussed trade and economics, agriculture, mining and metallurgy cooperation, transport, logistics, and finance, and the international agenda. After the talks, Qasym-Jomart Toqayev was presented with a Kazakh-Mongolian dictionary.

About 30 years have passed since establishing diplomatic relations between our countries. Our country considers your visit as a basis for determining the prospects and directions of bilateral cooperation in the near future. Your visit is of particular importance, since it takes the relations between the two countries to a completely new level, namely, to the level of strategic partnership, said the President of Mongolia.

At the expanded negotiations, the presidents and members of the official delegations discussed priority areas of cooperation.

Kazakhstan has great respect for the Mongolian people and is always happy for your country's achievements. Large-scale political, economic and social reforms are being carried out on your initiative, noted Qasym-Jomart Toqayev. 

Mongolian President Ukhnaagiin Khürelsükh supported Qasym-Jomart Toqayev's proposal to increase the volume of bilateral trade turnover to $500 million .

Qasym-Jomart Toqayev also thanked Mongolian athletes for participating in the World Nomad Games held in Astana and noted that the quota for Mongolian students in Kazakhstan will be increased.

Kazakhstan's tour operators are ready to introduce Mongolian tourists to the ancient city of Turkestan, where the mausoleum of Khoja Ahmed Yasawi is located, and the Ulytau region, where the mausoleum of Jochi Khan, the eldest son of Genghis Khan, is located, as well as other tourist sites. We are interested in developing the Altay tourism cluster with Mongolia, creating joint tourist routes, said Qasym-Jomart Toqayev. 

The President of Kazakhstan invited Ukhnaagiin Khürelsükh to visit Kazakhstan in 2025.

  • Roadmap for enhancing trade and economic cooperation between the Republic of Kazakhstan and Mongolia (2025–2027).
  • Agreement between the Government of the Republic of Kazakhstan and the Government of Mongolia on cooperation in aviation search and rescue.
  • Memorandum on the development of highways between the Ministry of Transport of the Republic of Kazakhstan and the Ministry of Road and Transport Development of Mongolia.
  • Cooperation plan between the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Ministry of Foreign Affairs of Mongolia for 2025–2027.
  • Memorandum of cooperation in the field of culture between the Ministry of Culture and Information of the Republic of Kazakhstan and the Ministry of Culture, Sports, Tourism and Youth Affairs of Mongolia.
  • Memorandum of Cooperation in the Field of Tourism between the Ministry of Tourism and Sports of the Republic of Kazakhstan and the Ministry of Culture, Sports, Tourism and Youth Affairs of Mongolia.
  • Memorandum of Cooperation between the Ministry of Agriculture of the Republic of Kazakhstan and the Ministry of Food, Agriculture and Light Industry of Mongolia.
  • Memorandum of Understanding between the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan and the Main Veterinary Department of Mongolia on cooperation in veterinary services and quarantine.
  • Memorandum of Cooperation between the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and the Ministry of Digital Development, Innovation and Communications of Mongolia.
  • Memorandum between the Ministry of Energy of the Republic of Kazakhstan and the Executive Office of the Atomic Energy Commission of Mongolia on cooperation in nuclear energy. 

Mongolia plans to build a small modular NPP.

Successful Negotiations

The presidential press service stated that it was possible to reach all planned agreements thanks to the state visit.

We will work together to explore and develop deposits of iron, phosphates, bauxite and rare minerals. Kazakhstani businessmen are ready to study the potential of Mongolia's mining industry. During the talks, we touched upon issues of transport and logistics. One of the most important tasks is to increase the competitiveness of international corridors. To do this, it is necessary to improve transport links between our countries and with third countries. This will contribute to an increase in the volume of freight traffic through the territory of our countries. It is important to effectively use the Trans-Caspian route and the North-South corridor,noted the President of Kazakhstan.

Meanwhile, on October 29, reports surfaced that Russian President Vladimir Putin would visit Kazakhstan. The exact dates are unknown.
