Deputy Head of Construction Department Detained in Atyrau

The Deputy Head of the Construction, Architecture and Urban Development Department of Atyrau Region, 33-year-old Talgat Bisen, has been detained on suspicion of bribery, Orda.kz reports.
According to investigators, Bisen was detained inside the regional Akimat building along with the head of a local LLP. He is suspected of receiving a bribe from the contracting company’s director.
According to our information, a criminal case has been opened against Bisen under Article 367 of Kazakhstan’s Criminal Code (“Receiving a bribe”).
The head of the LLP who handed over the money is charged under Article 366 (“Giving a bribe”). Searches were carried out in both the Akimat offices and the company’s premises.
At present, Bisen has been released on bail.
The lawyer for one of the defendants, Tilek Khamitov, said that investigative actions were taking place at the LLP’s office in Atyrau, but despite presenting his ID and proof of representation, he was not allowed to participate.
He claimed employees were held in the building for several hours and that access to his client was restricted. Khamitov has appealed to the Prosecutor General’s Office and the Republican Bar Association, calling for intervention.
So far, the Atyrau Regional National Security Committee has not issued an official statement.
