Deputy Flags Land Violations Near Qapchagay Reservoir Involving Kulibayev-Linked Company

Majilis deputy Bakytzhan Bazarbek revealed new details about the alienation of protected land plots in the Almaty region, Orda.kz reports.
He published a letter from the regional prosecutor’s office concerning plots located within the water protection zones of the Qapchagay Reservoir and the Ili River. Bazarbek had earlier initiated an investigation into 82 plots in the area.
There were violations on two land plots with cadastral numbers No. 03-055-006-328 and No. 03-055-247-366. Claims for their return have already been filed in court. Lawsuits are being prepared for the other two plots - with cadastral numbers No. 03-055-035-008 and No. 03-055-035-002,
Bazarbek wrote on his Facebook page.
The deputy stressed that behind these plots stand influential figures of the regional elite:
“There are not ordinary people behind all these lands, they are the regional elite, but we need to defend legality and justice.”
According to Orda.kz’s findings, two of the disputed plots belong to LLP Kipros, a company linked to Dinara Kulibayeva — daughter of former President Nursultan Nazarbayev — and her husband Timur Kulibayev.


Kipros has previously received land under questionable circumstances. In 2007, one of their companies obtained a plot on the territory of KazNU, a deal later annulled by a court.
