Deputies Criticize Government Over Republican Budget Adjustments

At the plenary session, MP Yerlan Sairov asked Deputy Prime Minister Nurlan Baibazarov about such frequent adjustments to the republican budget this year, Orda.kz reports. 

During the current year, without the participation of parliament, within the powers of the government, you have made 9 adjustments to the republican budget. At the same time, the same programs were adjusted several times. This indicates poor planning and an unprofessional approach and violates the concept that the Head of State instructed. Explain what expenses you have reduced during this year due to adjustments? How many of them are related to the implementation of investment projects? Will you not ask the deputies for adjustments again tomorrow?Sairov stated.

Baibazarov clarified that there were not even nine but ten budget adjustments.

He said the government recently made changes (375 billion tenge), redistributing funds for economic development. Baibazarov noted that all information was transparently presented in the report, and in the case of new adjustments, the government always notifies deputies within five days.

Let's move on to the question of why, for what purposes these adjustments were made. The most important thing is that during the floods in the spring, we began to cut expenses and directed everything towards eliminating the consequences. We began to cut back on all kinds of forums, events, and business trips. We directed them towards investment projects, reviewed innovative projects. This year, thanks to these actions, we were able to finance the agricultural sector three times more. We allocated 100 billion tenge to provide gas to the population. We were able to do this thanks to these savings. For such purposes, he stated.

Majilis Speaker Yerlan Koshanov criticized the government’s approach:

You said that you made 10 adjustments to the republican budget. You say this as if it were heroism. The deputy is right here - in fact, you make adjustments to the republican budget every month. Does this mean that this is a shortcoming, a drawback of your work? Therefore, we need to take the deputy's words into account.
