Daulet Bekmanov has been appointed Chair of the Management Board of JSC National Information Technologies (NIT), Orda.kz reports.
His return comes after a major data breach exposed the personal information of 16 million Kazakhstanis, sparking widespread concern over the security of state digital systems.
The appointment was approved by the NIT Board of Directors. Bekmanov is a seasoned manager with more than 15 years of experience, including over a decade in senior roles related to digitalization and public services.
Born in 1983, Bekmanov graduated from Miras University with a degree in Computer Science and later earned a second degree in Public and Local Government from Auezov South Kazakhstan State University.
He began his career in 2005 as a systems engineer in a private IT firm, moving into the public sector in 2006. His early roles included work at the National Archives and the Center for Healthcare Investment Project Management, as well as a prior stint at NIT.
From 2011 to 2018, Bekmanov held leadership positions in government agencies overseeing digitalization and communications. Between 2018 and 2020, he served as deputy chairman of NIT before leading the State Services Committee under the Ministry of Digital Development from 2020 to 2023.
In that role, he was responsible for public service automation, the eGov portal, and service center operations.
Most recently, Bekmanov worked at Kazpost, focusing on expanding access to public services through post offices, particularly in rural areas.
His return to NIT comes amid the publication of a leaked database containing personal details such as IINs, addresses, and phone numbers.
