Court Reviews Corruption Case Involving Samruq-Qazyna Subsidiary in Atyrau

A court in Atyrau is hearing a high-profile corruption case involving senior managers of Qarabatan Utility Solutions LLP, a subsidiary of Samruq-Qazyna, Orda.kz reports.
The company operates within the National Industrial Petrochemical Technopark in the Atyrau region, overseeing the construction of a combined-cycle gas turbine power plant.
The case involves allegations of large-scale bribery and embezzlement through a multi-layered scheme involving fictitious contracts.
Among the accused:
- Bakytzhan Kaldybaev, Deputy Chairman for Economics and Finance at Qarabatan Utility Solutions
- Zhenisbek Lukpanov, Deputy Chair for Production
- Askhat Dyusengaliyev, identified as Vice President of Atyrau Thermal Networks JSC (though not officially tied to Qarabatan Utility Solutions in this case)
- Salamat Zhangaliyev, head of BatyskurylysInvest LLP
- Timur Bisembayev, an individual entrepreneur
According to case materials, Kaldybaev faces charges under Article 366 (large-scale bribery) and Article 189 (theft on an especially large scale using official position). Zhangaliyev and Bisembayev are charged with giving bribes and conspiring to embezzle budget funds under false contracts.
Dyusengaliyev is named as an accomplice, and Lukpanov is charged with embezzlement.
Investigators allege that a group composed of company executives and affiliated businesses siphoned off state funds via one-day firms.
The total damage to the budget is estimated at more than 63 million tenge.
One count from the case notes:
On May 28, 2024, under a forged contract for unperformed work, 36.2 million tenge was transferred from BatyskurylysInvest LLP to Nurzhamal IE as part of a scheme orchestrated by Zhangaliyev and Bisembayev.
The court has ordered pretrial detention for Kaldybaev, Zhangaliyev, and Bisembayev. Dyusengaliyev is under house arrest, while Lukpanov has been released on bail.
The trial is ongoing.
