Court Orders Voroshilovskoye Reservoir Returned to State

The Voroshilovskoye Reservoir case in Almaty region has ended with a high-profile ruling: after the manager’s death, his widow attempted to retain control, but the court ordered the facility returned to state ownership, Orda.kz reports.
In 2017, the reservoir in Baikent was transferred to sole proprietor L. Petrov for 49 years without redemption rights. After his death in 2021, management passed to his widow.
Instead of improvements, the facility deteriorated, and in 2024, the main dam burst, leaving thousands of hectares without irrigation.
The Finance Department filed repeated complaints, but no response followed.
According to the Supreme Court, the trust agreement itself, the supplemental agreement, and the inheritance certificate were challenged.
The claim was partially upheld: the 2017 trust agreement was declared terminated due to the individual entrepreneur's death, the 2021 supplemental agreement was declared invalid, and the certificate of inheritance issued to the widow regarding the reservoir was declared invalid. The court ordered the widow to return the reservoir to municipal ownership, the court concluded.
The decision has entered into force.
